Off-plan property in Dubai: the due-diligence checklist before you pay a deposit
Check RERA registration, the escrow account, Oqood and the SPA before buying off-plan in Dubai. A step-by-step checklist that protects your deposit.
Off-plan was about 69% of Dubai sales in 2025. Due diligence, not marketing, separates a good launch from an expensive mistake. Most deals fail at least one of my five tests.
The short answer
Off-plan in Dubai can still pay in 2026, but only deal by deal. Before you sign, test five things: the developer’s delivery record, how much similar supply completes nearby at handover, real service charges, exit liquidity before handover, and net yield at today’s rents. Pay only into the project’s RERA escrow account.
An off-plan unit is sold before construction is finished, often before it starts. Under Dubai Law No. 8 of 2007, every off-plan project must be registered with RERA and have its own escrow account at an approved bank. The developer draws on that account only as construction milestones are certified. Your purchase is registered on the DLD’s interim register, Oqood.
“Any Developer who wishes to sell Units off-plan must submit to the Department a request to open an Escrow Account.”
Dubai Law No. (8) of 2007, Article 6
That framework reduces fraud risk. It doesn’t remove delivery risk, supply risk or the risk of overpaying.
Quick check: before paying anything, verify the developer, the project’s RERA number and the escrow account on the Dubai REST app or the DLD website.
The stakes are large: off-plan accounted for about 69% of Dubai sales by volume in 2025 (149,290 transactions), according to DLD data compiled by DXB Interact via fäm Properties, and around 452,000 units were under construction at year end.
If the numbers don’t add up, I say so and we walk away.
The method is written up in full in off-plan due diligence in Dubai and the 2026 off-plan market.
Search the developer and project on the Dubai REST app or the Dubai Land Department website. The project should have its own RERA number and an escrow account at an approved bank, named in your SPA.
Not automatically. Established developers have stronger delivery records, but a premium-brand tower in an oversupplied area can still underperform. Judge the project, the supply around it and the price.
Discovery is free. Analysis and diligence together usually take 7–15 working days and end with a written recommendation.
Commissions in Dubai are typically paid by developers to licensed brokerages. Any commercial arrangement connected to your purchase is disclosed to you in writing, and the five tests apply whatever the arrangement.
Usually, once you’ve paid the minimum percentage the developer requires for an assignment. Liquidity varies by project and market. I model the exit before you buy and tell you if the maths is weak.
Plans range from mostly-at-handover structures to post-handover plans that run for years after you get the keys. Construction-linked plans are safer than calendar-linked ones.
