The Dubai off-plan market in 2026: what’s worth buying
Off-plan was 69% of Dubai sales in 2025. A framework for judging 2026 launches: developer tiers, payment plans, supply at handover, service charges and yield maths.
The short answer
Off-plan still works in Dubai in 2026, but only deal by deal. In 2025 it made up 69% of transactions, and roughly 450,000 units were under construction at year end. Judge each launch on the developer’s delivery record, how much similar supply completes nearby at the same time, real service charges and the net yield at today’s rents. Walk away from anything that only works if prices keep rising.
Key takeaways
- Off-plan dominates. In 2025, off-plan made up 69% of Dubai sales by volume (149,290 deals) and 65% by value (AED 448.1 billion), per DLD data compiled by DXB Interact.
- The pipeline is large. About 452,000 units were under construction at the end of 2025. Most are early-stage and unlikely to complete before 2027–2028.
- Supply at handover is the risk. When many similar units complete in one area at once, rents and resale prices soften.
- The developer matters more than the brochure. Judge the delivery record on completed buildings, not renders.
- Run the yield at today’s rents. Below about 5% net, the deal is mostly a bet on prices rising.
The state of the market
Dubai recorded a record AED 686.8 billion of property sales in 2025, up about 31% on 2024, across 215,736 transactions. Off-plan carried most of it. Resale prices rose faster than off-plan prices per square foot (11.3% against 6.7%), a reminder that a launch price isn’t automatically a bargain.
“Any Developer who wishes to sell Units off-plan must submit to the Department a request to open an Escrow Account.”
Dubai Law No. (8) of 2007, Article 6
The pipeline is what deserves attention in 2026. Around 452,000 units were under construction at the end of 2025, and about two-thirds were at 0–20% completion. That supply lands over several years, not at once, but it clusters: launches marketed together in the same master communities often hand over together too.
Developer tiers, honestly
Buyers keep arriving: Dubai counted 129,600 new property investors in 2025, up 23%, according to the Dubai Media Office. New money is exactly what heavy launch marketing is aimed at.
Payment plans and pricing vary with the developer’s scale and record. A rough way to think about it:
| Tier | Typical names | What you get | What you give up |
|---|---|---|---|
| Established master developers | Emaar, Sobha, Meraas, Nakheel | Long delivery records, prime addresses, strong resale demand | A price premium and more conservative payment plans |
| Large, fast-moving developers | DAMAC, Select Group, Azizi and similar | Big pipelines, more aggressive payment plans | More variation in timing and finish between projects |
| Boutique and newer developers | Many recent entrants | The most generous payment terms | Real delivery risk and thinner resale markets |
None of these is automatically better. A boutique project with genuine location merit, a verified escrow account and a developer who has finished buildings you can visit can beat a premium-brand tower in an oversupplied pocket.
Five questions before you sign
Small numbers compound: on a 1,000 sq ft apartment worth AED 1.5 million, every extra AED 10 per sq ft in annual service charges costs AED 10,000 a year, about 0.67 percentage points of yield.
- What is the realistic handover date? Compare the developer’s last few completed projects with the dates they first promised.
- How much similar supply completes nearby at the same time? Check registered projects in the same community and the same handover window.
- What will service charges really be? Ask what comparable completed buildings are actually billed, not the developer’s estimate. The DLD publishes approved service-charge rates by building.
- Can you exit before handover, and at what discount? Most SPAs require a minimum percentage paid before you can assign the contract.
- Does the yield work at today’s rents? Use current rents for similar completed units, subtract service charges, vacancy and letting costs. See the rental yield guide.
What I look for in 2026
Demand fundamentals are still strong: Dubai’s population passed 4.58 million at the end of 2025, up 7.5%, per the Dubai Data and Statistics Establishment, and international visitors reached 19.59 million (DET via Gulf Business).
- Established communities with limited new supply, where the off-plan unit competes with a small ready stock rather than thousands of identical handovers.
- Construction-linked payment plans over calendar-linked ones, so your money moves with progress.
- Developers with completed buildings near the launch, so you can check finish quality and real service charges.
- Units that rent easily: sensible layouts, one- and two-bedroom apartments in demand from tenants, not oversized showpieces.
What I avoid
Price momentum is not a reason on its own: in 2025 resale prices rose 11.3% per square foot against 6.7% for off-plan, on DLD data compiled by DXB Interact, so a launch price is not automatically a discount.
- Pockets with heavy, simultaneous handovers and little to distinguish one tower from the next.
- Developers announcing several near-identical towers at once in the same area.
- Launches sold mainly on heavy social advertising and short-term “flip” promises. That marketing cost is built into the price you pay.
- Anything that only works if prices keep rising.
The bottom line
Off-plan investing still works in Dubai in 2026. The investors who do well treat each launch as a set of checks, not a story: developer record, supply at handover, real costs and exit maths. If a deal fails those checks, the right price is no price. The full checklist is in off-plan due diligence in Dubai, and the off-plan advisory service applies it to your shortlist.
Frequently asked questions
Is it a good time to buy off-plan in Dubai in 2026?
It depends on the project, not the calendar. Demand remained strong into 2026, but a large pipeline is under construction. Buy where supply at handover is limited, the developer has a verified delivery record and the yield works at today’s rents.
How much of the Dubai market is off-plan?
In 2025, off-plan made up about 69% of transactions and 65% of sales value, according to Dubai Land Department data compiled by DXB Interact.
Are Dubai off-plan payments protected?
Payments must go into a RERA-approved escrow account for that specific project, released to the developer as construction milestones are certified. That reduces fraud risk; it doesn’t remove delivery delays. Pay only into the escrow account named in your SPA.
What net yield should I expect from an off-plan apartment?
Work it out from current rents for similar completed units, minus service charges, vacancy, maintenance and letting costs. Many investors treat about 5% net before financing as the line between an income investment and a bet on prices.
