UAE e-invoicing: the 2026–2027 timeline, who goes first, and how to prepare
UAE e-invoicing starts with a July 2026 pilot. AED 50m+ businesses go live 1 January 2027, the rest 1 July 2027. Deadlines, ASPs and penalties.
The short answer
The UAE is moving to mandatory e-invoicing through Accredited Service Providers (ASPs). Businesses with annual revenue of AED 50 million or more must appoint an ASP by 30 October 2026 and go live by 1 January 2027. Businesses below that threshold must appoint by 31 March 2027 and go live by 1 July 2027. Missing the deadlines can cost AED 5,000 a month.
Key takeaways
- Pilot: from 1 July 2026, for selected businesses that agree to join, plus voluntary adopters.
- Revenue ≥ AED 50 million: appoint an ASP by 30 October 2026; go live by 1 January 2027.
- Revenue < AED 50 million: appoint an ASP by 31 March 2027; go live by 1 July 2027.
- Government entities: appoint by 31 March 2027; go live by 1 October 2027.
- Penalty: AED 5,000 per month for failing to appoint an ASP and implement e-invoicing on time.
What e-invoicing means here
Instead of sending PDFs, businesses will exchange structured electronic invoices through Accredited Service Providers (ASPs), with invoice data reported to the Federal Tax Authority. The model follows the international Peppol approach, in which your ASP connects to your customer’s ASP and to the tax authority.
The timeline
| Who | Appoint an ASP by | Go live by |
|---|---|---|
| Pilot participants (selected, by written agreement) | – | From 1 July 2026 |
| Voluntary adopters (any size) | – | From 1 July 2026 |
| Revenue ≥ AED 50 million | 30 October 2026 | 1 January 2027 |
| Revenue < AED 50 million | 31 March 2027 | 1 July 2027 |
| Government entities | 31 March 2027 | 1 October 2027 |
“The number of transactions completed by the Tax Registration Department increased by more than 20%…”
Federal Tax Authority, 2025 Annual Report release (June 2026)
The timeline is set by Ministerial Decision No. 244 of 2025; penalties by Cabinet Decision No. 106 of 2025. Voluntary adopters aren’t penalised before their mandatory date.
How to prepare
- Confirm your revenue band and your deadlines.
- Clean your master data: customer and supplier Tax Registration Numbers, addresses, product codes.
- Check your accounting or ERP system: can it produce structured invoices, or will the ASP convert them?
- Shortlist ASPs from the official accredited list, and compare integration effort, pricing and support.
- Test with a few customers and suppliers before the deadline, including credit notes and corrections.
- Train your finance team on rejected invoices and exception handling.
VAT basics that haven’t changed
VAT is a large revenue line for the state: the FTA collected AED 46 billion in VAT and excise tax in 2025, up from AED 41 billion in 2024 (FTA 2025 Annual Report).
- Standard rate: 5%.
- Mandatory VAT registration above AED 375,000 of taxable supplies a year; voluntary from AED 187,500.
- Real estate: the first supply of a new residential property within three years of completion is zero-rated; later residential sales and leases are exempt; commercial property is standard-rated at 5%.
